The South Dakota Stockgrowers Association Board of Directors has approved the following two resolutions. The membership will vote on them at the Annual Convention, September 8-11, 2004. *Policy of the Board of Directors is interim policy for the organization.
Mandatory Animal Identification Whereas: there is not sufficient evidence to indicate a new mandatory national identification system would track livestock any more efficiently or quickly than those identification systems already in place, Therefore be it resolved: the South Dakota Stockgrowers Association Board of Directors opposes a mandatory national identification system for cattle.
Whereas: The South Dakota Stockgrowers Association Board of Directors has concerns about the expense to producers of implementing a mandatory national identification program; and Whereas: The South Dakota Stockgrowers Association Board of Directors has concerns about the accessibility of the information collected by a mandatory national identification program and the potential use of that information by the meat packing industry to further manipulate the livestock market, and Whereas: The South Dakota Stockgrowers Association Board of Directors has concerns about producer liability after an animal has left the producer’s control, Therefore be it Resolved: that should a mandatory national identification program ever come into existence that it be for change of ownership of breeding cattle only, and be controlled by each state’s animal health official in cooperation with USDA, Be it Further Resolved: that such system be exempt from the Freedom of Information Act, Be it Further Resolved: that any mandatory identification system be used for animal health/food safety issues only and not be used for any other purposes, Be it Further Resolved: any liability on the producer ceases when the animal changes ownership as long as proper animal husbandry practices were followed.
